EPRA meets in Tbilisi to address challenges of Media Regulation

The 40th EPRA meeting will take place in Tbilisi, Georgia, from 8 to 10 October 2014 at the invitation of the Georgian National Communications Commission. On this occasion, about 140 delegates from over 50 regulatory authorities in more than 40 countries in Europe will convene to discuss issues related to media regulation and exchange information and best practices on topics of common interest.

The agenda of the meeting strikes a balance between:

Forward-looking regulatory themes

  • The Plenary Session entitled “Future Models of media Regulation” will be dedicated to an exchange of views between regulators on the expected regulatory responses to the issues emerging on the market: What could the AVMS framework look like in the future? Which new models for regulatory policy and governance should be taken on board? How to safeguard competition between platform providers and transparent, proportionate and non-discriminatory access for all service providers to all platforms?        

Essential values and core concerns of regulators

  • A Plenary Session gathering regulators and a Council of Europe expert will discuss standards and best practices to “Ensure Diversity and Inclusion in the Media”.
  • The second meeting of the annual EPRA Working Group on the Independence of NRAs will focus on “tools and best practices to strengthen the independence of regulatory authorities” (Working Group 2).

Practical/technical issues suited for the exchange of experience and best practices between regulators

  • The second meeting of the yearly EPRA Working Group on "Empowering Users" will look at the implementation of Protection Tools for linear and non-linear content (Working Group 1).
  • The ad-hoc Working Group will focus on Digital Radio; regulators and a representative from the EBU will report on recent developments and discuss on whether it is: " a chance, a challenge, or a risk?"  (Working Group 3).
